County-Wide Act 167 Stormwater Planning
Every municipality in Chester County is facing stormwater management and runoff problems. Rainfall runoff is carrying pollutants into Chester County's streams and excessive amounts of runoff from storms are causing rapid erosion of streams. New federal and state stormwater quality regulatory requirements are complex and difficult to fully comprehend.
To help municipalities address these issues, CCWRA has been working towards developing a County-wide PA Act 167 stormwater management plan based on Watersheds. CCCWRA has collected extensive feedback from municipalities through meetings and municipal questionnaires. The response from municipalities regarding the concept of a county-wide approach to the PA Act 167 was favorable.
A County-wide PA Act 167 plan would cover all watersheds in Chester County that do not already have an approved PA Act 167 plan. Such a plan would help reduce future flooding impacts. It would also help to improve and protect water quality of the County's streams. It could also assist municipalities in addressing stormwater management needs and certain NPDES MS4 requirements.
Act 167 Stormwater Management Plan for Chester County - Phase I (Completed June 30, 2010)

Phase I of the county-wide planning effort consists of municipalities providing feedback on an initial draft set of stormwater ordinance provisions proposed by the county. This initial investigative phase was completed June 30, 2010. The draft ordinance provisions and model ordinance will be further developed and finalized in a future Phase II. Ultimately at the completion of Phase II, all municipalities will be required to adopt stormwater ordinance standards that are at least equivalent to the final minimum stormwater design standards in the County-wide 167 Plan. A visual timeline has been created that summarizes the past accomplishments and proposes future steps to complete the County-wide 167 Plan .
