County-Wide Stormwater Planning
Every municipality in Chester County is facing stormwater management and runoff problems. Rainfall runoff is carrying unhealthy quantities of pollutants into all of Chester County's streams. Excessive flows of runoff from storms are causing rapid erosion of stream channels and stream banks. New federal and state stormwater quality regulations will affect many of Chester County's municipalities.
To help municipalities address these issues, CCWRA is exploring the potential for conducting a county-wide stormwater management plan based on Watersheds. CCWRA has been gathering input and issues from municipalities throughout the County. The resources presented below provide information on this effort.
County-Wide PA Act 167 Plan Concept
A County-wide PA Act 167 plan would cover all watersheds in Chester County that do not already have an approved PA Act 167 plan. Such a plan would help reduce future flooding impacts. It would also help to improve and protect water quality of the County's streams. It could also assist municipalities in addressing stormwater management needs and certain NPDES MS4 requirements.
In June 2008, CCWRA hosted a Chester County Municipal Stormwater Summit to gather input from municipalities on the concept of pursing a county-wide PA Act 167 plan based on Watersheds. Listed below is information explaining PA Act 167 and the concept of a county-wide stormwater management plan.
